Legislative Decree 102 of 2014 obliged Large Enterprises and those on the 2013 Energivore List to carry out and send the Energy Audit to ENEA by December 2015. Determining the number of enterprises, whether autonomous or affiliated, falling into the first group requires burdensome research, while the list of electric energivores is certain and freely available on the website of the Cassa per i Servizi Energetici e Ambientali: it consists of 2,929 enterprises of which about84 percent, as communicated by ENEA, have complied with the obligation.
In the past month, those nearly 500 energy users in default have received a comunication from the MiSE asking them to submit the Diagnosis within 5 days. There is currently no notification of what
happens if this deadline is not met nor the amount of penalties.
By June 30, 2016, ENEA must notify the Ministry of Economic Development and the Ministry of the Environment, Land and Sea of the status of implementation of the obligation and publish a summary report on the overall diagnostic activities carried out and the results achieved.
